
C-PRONE parallel session on circular procurement at the Friesland summit
C-PRONE hosted a dynamic parallel session on circular procurement during the recent Friesland summit. The session started with an overview of the current state of the revision of the EU Public Procurement (PP) Directives, highlighting key updates and the broader policy context. This was followed by a summary of insights from a recent webinar on legal uncertainties surrounding the implementation of circular procurement.
Rijkswaterstaat then introduced the SPP criteria tool (MVI tool), designed to support contracting authorities in selecting appropriate sustainable criteria. This tool is publicly available on the website of the Government of the Netherlands. Following this, the Alderman of Leeuwarden showcased inspiring examples of circular procurement at local level.
In the second part of the session, participants engaged in a hands-on test of the Circular Minds Indicators Framework, a self-assessment tool aimed at supporting contracting authorities in evaluating their current mindset towards circular procurement. Through three different case studies from Leeuwarden, Haarlem and Malta, participants learned how to apply the framework and suggested areas for improvement.
